Topological Vector Spaces, chapter IV, § 1. Duality

— Let E and F be two spaces in duality; suppose that the duality is separating in F. In order that a locally convex topology T\mathscr{T} on E be compatible with the duality between E and F, it is necessary and sufficient that T\mathscr{T} be finer than the topology σ(E,F)\sigma(E, F) and coarser than the Mackey topology τ(E,F)\tau(E, F).

Identify F with its image in E∗E^* under dBd_B. Let S0\mathfrak{S}_0 denote the set of all subsets of F which are convex, balanced and compact for σ(F,E)\sigma(F, E). By definition, τ(E,F)\tau(E, F) is the S0\mathfrak{S}_0-topology on E, hence is finer than σ(E,F)\sigma(E, F).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
