Topological Vector Spaces, chapter IV, § 1. Duality

The subspace F of E consists of all linear forms on E which are continuous for τ(E,F)\tau(E, F).

Every element of F is a continuous mapping for σ(E,F)\sigma(E, F), hence for τ(E,F)\tau(E, F).

Conversely, let f∈E∗f \in E^* be continuous for τ(E,F)\tau(E, F). There exists a neighbourhood U of 0 in E (for τ(E,F)\tau(E, F)), such that ∣f∣≤1|f| \leq 1 on U; we can assume that there exists a set A∈S0A \in \mathscr{S}_0 such that U=A∘U = A^\circ. In other words, ff belongs to the bipolar A∘∘A^{\circ\circ} of A for the duality between E∗E^* and E. But the topology σ(F,E)\sigma(F, E) on F is induced by σ(E∗,E)\sigma(E^*, E); consequently A is convex, balanced and compact for σ(E∗,E)\sigma(E^*, E), and the theorem of bipolars (II, p. 44, th. 1) implies the equality A=A∘∘A = A^{\circ\circ}. Therefore we have that f∈Ff \in F, from which the lemma follows.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
