Topological Vector Spaces, chapter IV, § 2. Bidual. Reflexive spaces

— Let EE be a locally convex Hausdorff space. In order that the strong dual Eb′E'_b of EE be barrelled, it is necessary and sufficient that every subset of E′′E'' which is bounded for σ(E′′,E′)\sigma(E'', E'), is contained in the closure, for σ(E′′,E′)\sigma(E'', E'), of a bounded subset of EE.

The equicontinuous subsets of E′′E'' are the subsets contained in the bipolar (for the duality between E′′E'' and E′E') of a bounded subset of the subspace EE of E′′E''. It is now enough to apply the theorem of bipolars (II, p. 45, cor. 3) and the definition of a barrelled space (III, p. 24).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
