Integration, chapter II, § 2. Linear forms on a Riesz space

Given an ordered vector space E, a linear form L on E is said to be positive if L(x)≥0L(x) \geq 0 for every x≥0x \geq 0 in E.

Since L(y)−L(x)=L(y−x)L(y) - L(x) = L(y - x), it is the same to say that the relation x≤yx \leq y implies L(x)≤L(y)L(x) \leq L(y), or again that LL is an increasing function on E.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
