Integration, chapter III, § 1. Measures on a locally compact space

Let VV be a linear subspace of K(X;R)\mathscr{K}(X; \mathbf{R}) having the following property: (P) For every compact subset KK of XX, there exists a function f∈Vf \in V such that f≥0f \geq 0 and such that f(x)>0f(x) > 0 for all x∈Kx \in K. Under these conditions, every positive linear form on VV for the ordering induced by that of K(X;R)\mathscr{K}(X; \mathbf{R}) (Ch. II, §2, No. 1, Def. 1) may be extended to a positive measure on XX (which is unique when VV is dense in K(X;R)\mathscr{K}(X; \mathbf{R})). For every function f∈K(X;R)f \in \mathscr{K}(X; \mathbf{R}), with support KK, there exists a function g∈Vg \in V such that f≤gf \leq g; for, there exists a function h≥0h \geq 0 in VV such that h(x)>0h(x) > 0 for all x∈Kx \in K; setting α=inf⁡x∈Kh(x)\alpha = \inf_{x \in K} h(x), we thus have α>0\alpha > 0 and the function g=(α−1∥f∥)hg = (\alpha^{-1} \|f\|)h meets the requirements. It then suffices to apply Th. 1 of No. 5 and Prop. 1 of TVS, II, §3, No. 1.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
