Integration, IX, p. 26, § 2. Operations on measures

A proper continuous mapping (GT, I, §10, No. 1, Def. 1) of T into X is μ\mu-proper for every measure μ\mu. For, let x∈Xx \in X; since π‾(x)\overline{\pi}(x) is compact (loc. cit., No. 2, Th. 1), the set π‾(x)\overline{\pi}(x) has an open neighborhood H such that μ∙(H)<+∞\mu^\bullet(H) < +\infty. Set V=X−π(T−H)V = X - \pi(T - H); since π\pi is closed, V is open in X, contains x, and satisfies π‾(V)⊂H\overline{\pi}(V) \subset H, whence μ∙(π‾(V))≤μ∙(H)<+∞\mu^\bullet(\overline{\pi}(V)) \leq \mu^\bullet(H) < +\infty.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
