Integration, chapter IX, § 5. Measures on completely regular spaces

— In order that a bounded complex measure θ\theta on a completely regular space TT be positive, it is necessary and sufficient that θ(f)≥0\theta(f) \geq 0 for every function f∈C+b(T)f \in \mathscr{C}_+^b(T).

Necessity is obvious. To establish sufficiency, let us take up again the proof of the preceding proposition, on taking p=1p = 1 and μ=∣θ∣\mu = |\theta|; the notations being the same, the relation μ∗(∣f−g∣)≤ε\mu^*(|f - g|) \leq \varepsilon and the inequality θ(f)≥0\theta(f) \geq 0 imply θK(gK)=θ(g)≥−ε\theta_K(g_K) = \theta(g) \geq -\varepsilon; since gKg_K is an arbitrary element of C(K)\mathscr{C}(K) between 0 and 1, the measure θK\theta_K is positive; the compact set K being arbitrary, this means that θ\theta is positive.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
