Integration, chapter IX, § 5. Measures on completely regular spaces

— Let T be a locally compact space, and let F\mathfrak{F} be a filter on M+b(T)\mathscr{M}^b_+(T) that converges vaguely to a bounded measure μ\mu. For F\mathfrak{F} to converge tightly to μ\mu, it is necessary and sufficient that lim⁡λλ(1)=μ(1)\lim_{\lambda} \lambda(1) = \mu(1) with respect to F\mathfrak{F}.

The condition is obviously necessary. To show that it is sufficient, let us denote by XX the Alexandroff compactification of TT (GT, I, §9, No. 8) and by ii the canonical injection of TT into XX. By Prop. 8, everything comes down to showing that λ↦i(λ)\lambda \mapsto i(\lambda) converges tightly to i(μ)i(\mu) in Mb(X)\mathscr{M}^b(X) with respect to F\mathfrak{F}. Since μ(1)<+∞\mu(1) < +\infty, there exists a set A∈FA \in \mathfrak{F} such that the total masses of the measures in AA are bounded by a number MM; it therefore suffices to verify that

lim⁡λ,F∫Xg d(i(λ))=∫Xg d(i(μ)) \lim_{\lambda, \mathfrak{F}} \int_X g \, d(i(\lambda)) = \int_X g \, d(i(\mu))

for functions g∈Cb(X)g \in \mathscr{C}^b(X) forming a total set in Cb(X)\mathscr{C}^b(X). Now, this equality is satisfied when gg has compact support in TT, because of the vague convergence of F\mathfrak{F} to μ\mu, and also when gg is a constant function on XX, from the fact that lim⁡λ,Fλ(1)=μ(1)\lim_{\lambda, \mathfrak{F}} \lambda(1) = \mu(1). Since the functions of the preceding two types form a total set in Cb(X)\mathscr{C}^b(X) (Ch. III, §1, No. 2, Prop. 3), this completes the proof.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
