Integration, chapter IX, § 6. Promeasures and measures on a locally convex space

— Let F be a locally convex space, T\mathscr{T} a locally convex topology on F′F' intermediate to Ts\mathscr{T}_s and Tc\mathscr{T}_c, and μ\mu a promeasure on FT′F'_{\mathscr{T}}. Assume that the Fourier transform Φ\Phi of μ\mu is continuous on F for the Sazonov topology. Then μ\mu is a measure on FT′F'_{\mathscr{T}}.

Let ε>0\varepsilon > 0. Since Φ\Phi is continuous for the Sazonov topology on F, there exist two continuous positive quadratic forms Q and H on F such that Tr⁡(Q/H)<+∞\operatorname{Tr}(Q/H) < +\infty and

Φ(0)−RΦ(x)≤ε/6 \Phi(0) - \mathscr{R}\Phi(x) \leq \varepsilon/6

for every x∈Fx \in F such that Q(x)≤1Q(x) \leq 1. By Prop. 8 of No. 8, ∣RΦ(x)∣≤Φ(0)|\mathscr{R}\Phi(x)| \leq \Phi(0) for all x∈Fx \in F, whence

Φ(0)−RΦ(x)≤ε/6+2Φ(0)Q(x) \Phi(0) - \mathscr{R}\Phi(x) \leq \varepsilon/6 + 2\Phi(0)Q(x)

for all x∈Fx \in F.

Set r=(12Φ(0)Tr⁡(Q/H)ε−1)1/2r = (12\Phi(0)\operatorname{Tr}(Q/H)\varepsilon^{-1})^{1/2} and denote by K the set of x′∈FT′x' \in F'_\mathscr{T} such that ⟨x,x′⟩2≤r2H(x)\langle x, x' \rangle^2 \leq r^2 H(x) for all x∈Fx \in F. Since H1/2H^{1/2} is a continuous seminorm on FF, the set K is equicontinuous and closed in FT′F'_\mathscr{T}; it is therefore compact in FT′F'_\mathscr{T} by Ascoli’s theorem (GT, X, §2, No. 5, Cor. 1 of Th. 2).

Let V be a closed linear subspace of FT′F'_\mathscr{T} with finite codimension; then, V is the orthogonal of a finite-dimensional linear subspace T of F. Let μV\mu_V be the measure on T′T' that is the image of the promeasure μ\mu on FT′F'_\mathscr{T} under the mapping pVp_V that is the transpose of the canonical injection of T into F; its Fourier transform is the restriction of Φ\Phi to T. Finally, by the Hahn–Banach theorem (TVS, II, §3, No. 2, Cor. 1 of Th. 1), pV(K)p_V(K) is equal to the set CrC_r of x′∈T′x' \in T' such that ⟨x,x′⟩2≤r2H(x)\langle x, x' \rangle^2 \leq r^2 H(x) for all x∈Tx \in T. By the inequality (63), one can apply Prop. 10 of No. 9 to the measure μV\mu_V on T′T', on taking for q the restriction of 2Φ(0)Q2\Phi(0)Q to T and for h that of H. Then Tr⁡(q/h)≤2Φ(0)Tr⁡Q/H)\operatorname{Tr}(q/h) \leq 2\Phi(0)\operatorname{Tr}Q/H), whence

μV(T′−Cr)≤3(ε6+2Φ(0)Tr⁡(Q/H) r−2)=ε. \mu_V(T' - C_r) \leq 3 \left( \frac{\varepsilon}{6} + 2\Phi(0)\operatorname{Tr}(Q/H)\,r^{-2} \right) = \varepsilon.

Since pVp_V defines, by passage to the quotient, an isomorphism of FT′/VF'_\mathscr{T}/V onto T′T', Prop. 1 of No. 1 then shows that μ\mu is a measure on FT′F'_\mathscr{T}.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
