Lie Groups and Lie Algebras, chapter III, § 1. Lie groups

Let XX be a Lie group and YY a non-empty analytic manifold with a law of analytic left operation of XX on YY. For all y∈Yy \in Y, let φ(y)\varphi(y) be the orbital mapping by yy and XyX_y the stabilizer of yy in XX. The following conditions are equivalent: (i) there exists y∈Yy \in Y such that φ(y)\varphi(y) is a surjective submersion; (i') for all y∈Yy \in Y, φ(y)\varphi(y) is a surjective submersion; (ii) there exists y∈Yy \in Y such that XyX_y is a Lie subgroup of XX and the canonical mapping of X/XyX/X_y into YY is a manifold isomorphism; (ii') for all y∈Yy \in Y, XyX_y is a Lie subgroup of XX and the canonical mapping of X/XyX/X_y into YY is a manifold isomorphism; (iii) the mapping (x,y)↦(y,xy)(x, y) \mapsto (y, xy) of X×YX \times Y into Y×YY \times Y is a surjective submersion.

As the canonical mapping of XX onto X/XyX/X_y is a submersion, the equivalences (i) ⇔\Leftrightarrow (ii), (i') ⇔\Leftrightarrow (ii') are immediate. (i) ⇔\Leftrightarrow (i') by Proposition 9 of no. 5. The equivalence (i') ⇔\Leftrightarrow (iii) follows from formula (7) of no. 5.

Under the conditions of Proposition 12, YY is called a (left) Lie homogeneous space of XX. Right Lie homogeneous spaces of XX are defined analogously.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
