Lie Groups and Lie Algebras, chapter III, § 4. Passage from Lie algebras to Lie groups

Let G be a Lie group germ and H and H′H' two Lie subgroup germs. In order that L(H)⊃L(H′)L(H) \supset L(H'), it is necessary and sufficient that H∩H′H \cap H' be open in H′H'.

If H∩H′H \cap H' is open in H′H', then L(H′)=L(H∩H′)⊂L(H)L(H') = L(H \cap H') \subset L(H). Suppose that L(H)⊃L(H′)L(H) \supset L(H'). Let i, i′i' be the canonical injections of H, H′H' into G. By shrinking H′H' if necessary, it can be assumed that there exists a morphism ψ\psi of H′H' into H such that L(ψ)L(\psi) is the canonical injection of L(H′)L(H') into L(H)L(H) (no. 1, Theorem 1). Then L(i∘ψ)=L(i′)L(i \circ \psi) = L(i') and hence there exists a neighbourhood V of eH′e_{H'} in H′H' such that i∘ψi \circ \psi and i′i' coincide on V (Theorem 1). Therefore V⊂HV \subset H, hence V⊂H∩H′V \subset H \cap H' and H∩H′H \cap H' is open in H′H' (§ 1, no. 10).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
