Lie Groups and Lie Algebras, chapter VI, § 2. Affine Weyl group

The group of affine transformations of E generated by the reflections sα,ks_{\alpha,k} for α∈R\alpha \in \mathbf{R} and k∈Zk \in \mathbf{Z} is called the affine Weyl group of the root system R and denoted by Wa(R)W_a(\mathbf{R}) (or simply by WaW_a).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
