Lie Groups and Lie Algebras, chapter VI, § 2. Affine Weyl group

The group WaW_a is the semi-direct product of W by Q.

Since W is generated by the reflections sαs_\alpha, it is contained in WaW_a. On the other hand, t(α∼)=sα,1∘sαt(\alpha^\sim) = s_{\alpha,1} \circ s_\alpha if α∈R\alpha \in \mathbf{R}, which shows that Q⊆WaQ \subseteq W_a.

Since W leaves Q(R∼)Q(\mathbf{R}^\sim) stable (§ 1, no. 9), the group G of affine transformations generated by W and Q is the semi-direct product of W by Q. Now G⊆WaG \subseteq W_a from above and sα,k∈Gs_{\alpha,k} \in G for all α∈R\alpha \in \mathbf{R} and k∈Zk \in \mathbf{Z} by (1). It follows that Wa=GW_a = G.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
