General Topology, chapter III, § 4. Groups operating properly on a topological space; compact ness in topological groups and spaces with operators

Let GG be a topological group operating continuously on a topological space XX. GG is said to operate properly on XX if the mapping

θ:(s,x)→(x,s.x) of G×X into X×X \theta : (s, x) \to (x, s.x) \text{ of } G \times X \text{ into } X \times X

is proper (Chapter I, § 10, no. 1, Definition 1).

Let Γ⊂G×X×X\Gamma \subset G \times X \times X be the graph of the mapping ρ:(s,x)→s.x\rho : (s, x) \to s.x. Since ρ\rho is continuous, the mapping σ:(s,x)→(s,x,s.x)\sigma : (s, x) \to (s, x, s.x) is a homeomorphism of G×XG \times X onto Γ\Gamma, and the composite mapping

G×X→σΓ→pr23X×X G \times X \xrightarrow{\sigma} \Gamma \xrightarrow{\mathrm{pr}_{23}} X \times X

is just θ\theta. Definition 1 is therefore equivalent to saying that the restriction of pr23\mathrm{pr}_{23} to Γ\Gamma is a proper mapping of Γ\Gamma into X×XX \times X.

Theorem 1 of Chapter I, § 10, no. 2 shows that G operates properly on X if and only if the following condition is satisfied: For each set A filtered by an ultrafilter F\mathfrak{F}, and each mapping

α→(sα,xα) \alpha \to (s_\alpha, x_\alpha)
of A into G×XG \times X, if the mapping α→(sα⋅xα,xα)\alpha \to (s_\alpha \cdot x_\alpha, x_\alpha) has a limit (b,a)(b, a) with respect to F\mathfrak{F}, then α→sα\alpha \to s_\alpha has a limit t∈Gt \in G with respect to F\mathfrak{F}, such that t.a=bt.a = b.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
