General Topology, chapter IV, § 6. Continuous and semi-continuous real-valued functions

A real-valued function f, defined on a topological space X, is lower semi-continuous at a point a∈Xa \in X if and only if lim inf⁡x→af(x)=f(a)\liminf_{x \to a} f(x) = f(a) [or, equivalently, if and only if lim inf⁡x→af(x)≥f(a)\liminf_{x \to a} f(x) \geq f(a)].

The condition is necessary. For, given any h<f(a)h < f(a), there is a neighbourhood V of aa such that h<f(x)h < f(x) for all x∈Vx \in V; therefore

h≤inf⁡x∈Vf(x)≤lim inf⁡x→af(x) h \leq \inf_{x \in V} f(x) \leq \liminf_{x \to a} f(x)
(§ 5, no. 6, formulae (12)), and so f(a)≤lim inf⁡x→af(x)f(a) \leq \liminf_{x \to a} f(x). The condition is sufficient; for if it is satisfied, then for each h<f(a)h < f(a) there is a neighbourhood V of aa such that h≤inf⁡x∈Vf(x)h \leq \inf_{x \in V} f(x), and therefore ff is lower semi-continuous at aa.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
