General Topology, chapter IX, § 3. Metrizable groups, valued fields, normed spaces and algebras
Let d be a left-invariant metric which defines the topology of a metrizable group G, and let H be a closed normal subgroup of G. If and are any two points of G/H, consider the distance of the two closed subsets in G (§ 2, no. 2); we shall see that this function is a left-invariant metric on G/H and defines the topology of this quotient group.
Notice first that if and we have ; for , and therefore for all , since d is left-invariant; this proves the assertion (§ 2, no. 2). Hence for each we have [§ 2, no. 2, formula (2)]
and since this inequality is valid for all and all , we have , which shows that is a metric on G/H. Moreover, for any , we have
from above; but since and since runs through H as h runs through H (H being normal), the left-invariance of shows that we have . Finally, if V is a neighbourhood of e in G defined by , the image V of V in G/H is the set defined by ; this completes the proof.
Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
