General Topology, chapter IX, § 4. Normal spaces
Let be two disjoint closed subsets of a paracompact space . If for each there is an open neighbourhood of and an open neighbourhood of which do not intersect, then there exists an open neighbourhood of and an open neighbourhood of which do not intersect.
Assuming the truth of this lemma for the moment, we can apply it to the case where consists of a single point, because is Hausdorff, and it shows then that is regular. We can then apply Lemma 2 again to any two disjoint closed subsets of , and this shows that Axiom is satisfied.
To prove the lemma, consider the open covering of consisting of and the , where ; let be a locally finite open refinement of this covering. Then, by definition, if there exists such that . Let be the open set which is the union of the which meet , and let us show that there is an open neighbourhood of which does not meet . For each there is an open neighbourhood of which meets only a finite number of sets ; let be the finite subset of consisting of those indices such that meets both and ; if we put , then is an open neighbourhood of which meets none of the which meet , and hence . Let ; then is an open neighbourhood of which does not meet , and the lemma is proved.
There exist normal spaces which are not paracompact (Exercise 19).
Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
