General Topology, chapter IX, § 4. Normal spaces

Let (Sn)(\mathfrak{S}_n) be a sequence of locally finite families of open sets in a topological space XX, such that

S=⋃nSn \mathfrak{S} = \bigcup_n \mathfrak{S}_n
is a covering of XX. Then there exists a locally finite (but not necessarily open) covering B\mathscr{B} of XX which refines S\mathfrak{S}.

Let EnE_n be the open set in XX which is the union of all the sets of Sn\mathfrak{S}_n; let UnU_n denote ⋃k=1nEk\bigcup_{k=1}^n E_k and let AnA_n denote Un−Un−1U_n - U_{n-1} (with U0=∅U_0 = \varnothing). Consider the set B\mathscr{B} of subsets V∩AnV \cap A_n, where V∈SnV \in \mathfrak{S}_n and nn is any integer; we shall show that B\mathscr{B} satisfies the conditions of the lemma. For each x∈Xx \in X there is an integer nn such that x∈Anx \in A_n, since the AnA_n form a partition of XX; thus x∈Enx \in E_n and there exists V∈SnV \in \mathfrak{S}_n such that x∈Vx \in V; so x∈V∩Anx \in V \cap A_n, and we have proved that B\mathscr{B} is a covering of XX. Clearly, this covering refines S\mathfrak{S}. On the other hand, for each x∈Xx \in X there exists an integer nn such that x∈Unx \in U_n; since UnU_n is open and the Sm\mathfrak{S}_m are locally finite families, there exists a neighbourhood WmW_m of xx, for each mm, contained in UnU_n, which meets only a finite number of sets of Sm\mathfrak{S}_m; hence the neighbourhood W=⋂m=1nWmW = \bigcap_{m=1}^n W_m of xx meets only a finite number of sets of B\mathscr{B}, because W∩Ap=∅W \cap A_p = \varnothing for p>np > n. Hence B\mathscr{B} is locally finite, and Lemma 4 is proved.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
