Commutative Algebra, chapter IX, § 2. Anneaux de Cohen

Let C be a pp-ring. The ring of formal series A=C[[T1,...,Tn]]A = C[[T_1, ..., T_n]] is a noetherian, local, separated and complete ring, whose maximal ideal is generated by the sequence (p,T1,...,Tn)(p, T_1, ..., T_n). It is immediate that C is a Cohen subring of A. This applies in particular when C is equal to Zp\mathbf{Z}_p, to Z/pnZ\mathbf{Z}/p^n \mathbf{Z} or to a field of characteristic pp.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
