Commutative Algebra, chapter X, § 4. Anneaux réguliers

Let AA be a noetherian ring, JJ an ideal of AA and A^\hat{A} the separated completion of AA for the JJ-adic topology.

a) In order that the ring A^\hat{A} be regular, it is necessary and sufficient that, for every maximal ideal mm of AA containing JJ, the ring AmA_m be regular.

b) If the ring AA is regular, the ring A^\hat{A} is regular. If the ring A^\hat{A} is regular and the ideal JJ contained in the radical of AA, the ring AA is regular.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
