Commutative Algebra, chapter X, § 4. Anneaux réguliers

*Let ρ:A→B\rho : A \to B be a homomorphism of noetherian rings making BB a flat AA-module. If AA is regular and if κ(ρ−1(n))⊗AB\kappa(\rho^{-1}(\mathfrak{n})) \otimes_{A} B is regular for every maximal ideal n\mathfrak{n} of BB, the ring BB is regular.

For in fact, for every maximal ideal n\mathfrak{n} of BB, the Aρ−1(n)A_{\rho^{-1}(\mathfrak{n})}-module BnB_n is flat (II, § 3, No. 4, Proposition 15), so that the ring BnB_n is regular by Proposition 9.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
