Lie Groups and Lie Algebras, chapter VIII, § 12. Chevalley orders

Let w∈Ww\in W. There exists an elementary automorphism φ\varphi of g\mathfrak{g} that commutes with θ\theta, leaves G\mathscr{G} and U\mathscr{U} stable, and extends ww.

It suffices to treat the case in which ww is of the form sα(α∈B)s_{\alpha}(\alpha \in B). Note first of all that ad xαx_{\alpha} and ad yαy_{\alpha} are locally nilpotent on U(g)U(\mathfrak{g}), in other words that for all u∈U(g)u\in U(\mathfrak{g}) there exists an integer nn such that (ad xαx_{\alpha})nu=^nu= (ad yαy_{\alpha})nu=0^nu= 0.

This enables us to define the automorphisms eadxα=∑n=0∞1n!e^{adx_{\alpha}}=\sum_{n=0}^{\infty}\frac{1}{n!}(ad xαx_{\alpha})n^n and eadyαe^{ady_{\alpha}} of U(g)U(\mathfrak{g}); we verify immediately that these automorphisms of U(g)U(\mathfrak{g}) leave U\mathscr{U} stable. Put φ1=eadxαeadyαeadxα,φ2=eadyαeadxαeadyα\varphi_1=e^{adx_{\alpha}}e^{ady_{\alpha}}e^{adx_{\alpha}},\varphi_2=e^{ady_{\alpha}}e^{adx_{\alpha}}e^{ady_{\alpha}}. We have φ1∣g=\varphi_1|\mathfrak{g}= φ2∣g(\varphi_2|\mathfrak{g}(§2, no. 2, formula (1)), so φ1=φ2\varphi_1=\varphi_2. Put φ1=φ2=φ\varphi_1=\varphi_2=\varphi. We have θφθ−1=φ\theta \varphi \theta^{-1}=\varphi, so θ\theta and φ\varphi commute. On the other hand, φ∣h=w\varphi |\mathfrak{h}=w by §2, no. 2, Lemma 1.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
