Lie Groups and Lie Algebras, chapter IX, § 4. Root system associated to a compact group

Let H be a connected closed subgroup of G containing T, and let WGH(T)W^H_G(T) be the stabilizer in WG(T)W_G(T) of the subset R(H,T)R(H,T) of R. The group NG(H)/HN_G(H)/H is isomorphic to the quotient group WGH(T)/WH(T)W^H_G(T)/W_H(T).

Indeed, it follows from Prop. 7 of §2, no. 5, applied to NGN_G(H), that NG(H)/HN_G(H)/H is isomorphic to WN(H)(T)/WHW_{N(H)}(T)/W_H(T), where WN(H)(T)W_{N(H)}(T) is the set of elements of WG(T)W_G(T) whose representatives in NG(T)N_G(T) normalize H. Let n∈NGn\in N_G(T), and let ww be its class in WG(T)W_G(T). By Chap. III, §9, no. 4, Prop. 11, nn normalizes H if and only if (Ad nn)(L(H))=L(H)(L(H)) = L(H); in view of Prop. 5 of no. 3, this also means that the subset R(H,T)R(H,T) of R is stable under ww, hence the corollary.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
