Lie Groups and Lie Algebras, chapter IX, § 2. Maximal tori of compact Lie groups

Let HH be a closed subgroup of G\mathrm{G} containing T\mathrm{T}.

a) Denote by WH(T)\mathrm{W}_{H}(\mathrm{T}) the subgroup NH(T)/T\mathrm{N}_{H}(\mathrm{T})/\mathrm{T} of WG(T)\mathrm{W}_{G}(\mathrm{T}); the group H/H0H/H_{0} is isomorphic to the quotient group WH(T)/WH0(T)\mathrm{W}_{H}(\mathrm{T})/\mathrm{W}_{H_{0}}(\mathrm{T}).

b) HH is connected if and only if every element of WG(T)\mathrm{W}_{G}(\mathrm{T}) that has a representative in HH belongs to WH0(T)\mathrm{W}_{H_{0}}(\mathrm{T}).

Assertion a) follows from Cor. 8 of Th. 2 (no. 2), and assertion b) is a particular case of a).

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
