Lie Groups and Lie Algebras, chapter IX, § 4. Root system associated to a compact group

Let X be a subset of T, and let RXR_X be the set of roots α∈R(G,T)\alpha \in R(G,T) such that α(X)={1}\alpha (X) =\{1\}. The group ZG(X)/ZG(X)0Z_G(X)/Z_G(X)_0 is isomorphic to the quotient of the subgroup of WG(T)W_G(T) fixing X by the subgroup generated by the reflections sαs_{\alpha} for α∈RX\alpha \in R_X.

Put H=ZG(X)H = Z_G(X); since L(H)(C)L(H)_{(\mathbf{C})} is the set of points of gC\mathfrak{g}_{\mathbf{C}} fixed by Ad(X), it is the sum of tC\mathfrak{t}_{\mathbf{C}} and the gα\mathfrak{g}^{\alpha} for which α(X)={1}\alpha (X) =\{1\}. Consequently, R(H0,T)=R(H_0,T) = RXR_X, so WH0(T)W_{H_0}(T) is generated by the reflections sαs_{\alpha} for α∈RX\alpha \in R_X. It now suffices to apply Prop. 7 of §2, no. 5.

We shall see below (§5, no. 3, Th. 1) that if G is simply-connected and X reduces to a point, the centralizer Z(X) is connected.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
