Lie Groups and Lie Algebras, chapter IX, § 5. Conjugacy classes

a) Let g∈G,t∈T,x∈tg\in G, t\in T, x\in \mathfrak{t}, and let g‾\overline{g} be the image of gg in G/TG/T. The following conditions are equivalent:

(i) t∈Trt\in T_r (resp. x∈trx\in \mathfrak{t}_r).

(i bis) The element f(g‾,t)f(\overline{g}, t) (resp. φ(g‾,x)\varphi (\overline{g}, x)) is regular in G.

(ii) The map ff (resp. φ\varphi ) is a submersion at the point (g‾,t)(\overline{g}, t) (resp. (g‾,x)(\overline{g}, x)).

(ii bis) The map ff (resp. φ\varphi ) is étale at the point (g‾,t)(\overline{g}, t) (resp. (g‾,x)(\overline{g}, x)).

b) The map frf_r (resp. φr\varphi_r, resp. φA\varphi_A) makes (G/T)×Tr(G/T)\times T_r (resp. (G/T)×tr(G/T)\times \mathfrak{t}_r, resp. (G/T)×A(G/T)\times A) a principal covering of GrG_r with group W (resp. Wa′W'_a, resp. HAH_A).

a) The equivalence of (i) and (i bis) is clear; that of (ii) and (ii bis) follows from the relations dim((G/T/T)×T\times T) == dim((G/T/T)×t\times \mathfrak{t}) == dim(G). By Lemma 4, ff is a submersion at the point (g‾,t)(\overline{g}, t) if and only if g=t+\mathfrak{g}=\mathfrak{t}+ Im(Ad t−t-Id), which means that tt is regular. Finally, since φ=f∘\varphi =f\circ (IdG/T×_{G/T}\times expT_T),φ,\varphi is étale at the point (g‾,x)(\overline{g}, x) if and only if ff is étale at the point (g‾(\overline{g}, exp xx), which by the preceding means that xx belongs to tr\mathfrak{t}_r.

b) The morphisms fr,φr,φAf_r, \varphi_r, \varphi_A are thus étale. On the other hand, W operates freely on G/TG/T, and a fortiori on (G/T)×T(G/T)\times T. Let g,g′g, g' in G and t,t′t, t' in TrT_r be such that f(g‾,t)=f(g‾′,t′)f(\overline{g}, t) =f(\overline{g}', t'); then Int g−1g′g^{-1}g' maps t′t' to tt, and hence normalizes T, since T=Z(t)0=Z(t′)0T = Z(t)_0= Z(t')_0, and the class ww of g−1g′g^{-1}g' in W maps (g‾,t)(\overline{g}, t) to (g‾′,t′)(\overline{g}', t'). It follows that frf_r is a principal covering with group W; this immediately implies that φr\varphi_r is a principal covering with group Wa′W'_a, and hence by restriction to the connected component (G/T)×A(G/T)\times A of (G/T)×tr(G/T)\times \mathfrak{t}_r, that φA\varphi_A is a principal covering with group HAH_A.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
