Lie Groups and Lie Algebras, chapter IX, § 9. Compact Lie groups operating on manifolds

Assume that the manifold Y is paracompact; let A be a subset of X, and let φ:X→Y\varphi :X\rightarrow Y be a morphism of class CrC^r that induces a homeomorphism from A to φ(A)\varphi (A), and that is étale at every point of A. Then there exists an open neighbourhood U of A such that φ\varphi induces an isomorphism from U to an open submanifold of Y.

Restricting X and Y if necessary, we can assume that φ\varphi is étale and surjective. Denote by σ:φ(A)→A\sigma :\varphi (A)\rightarrow A the inverse homeomorphism of φ∣A\varphi |A. Since Y is metrizable (Differentiable and Analytic Manifolds, Results, 5.1.6), φ(A)\varphi (A) admits a fundamental system of paracompact neighbourhoods; hence, by General Topology, Chap. XI, there exist an open neighbourhood V of φ(A)\varphi (A) in Y and a continuous map s:V→Xs: V\rightarrow X, that coincides with σ\sigma on φ(A)\varphi (A) and is such that φ(s(y))=y\varphi (s(y)) =y for all y∈Vy\in V. Moreover, ss is topologically étale, so s(V)s(V) is an open set U containing A. Then φ\varphi induces a homeomorphism φ′\varphi ' from U to V; by Differentiable and Analytic Manifolds, Results,5.7.8,φ′, 5.7.8,\varphi ' is an isomorphism.

In the remainder of this number, we assume that r≠ωr\not=\omega.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
