Algebra, chapter V, § 11. Abelian extensions

— Let pp be the characteristic exponent of KK and let n≥1n \geq 1 be an integer prime to pp. For the polynomial Φn(X)\Phi_n(X) to be irreducible in K[X]K[X] it is necessary and sufficient that the homomorphism χn:Gal(Ks/K)→(Z/nZ)∗\chi_n : \mathrm{Gal}(K_s/K) \to (\mathbf{Z}/n\mathbf{Z})^* should be surjective.

By Lemma 3 we have Rn(K)=K(ζ)R_n(K) = K(\zeta) for each root ζ\zeta of Φn(X)\Phi_n(X) and hence Φn(X)\Phi_n(X) is irreducible in K[X]K[X] if and only if the degree φ(n)\varphi(n) of Φn(X)\Phi_n(X) is equal to [Rn(K):K][R_n(K):K]. Further, the Galois group of Rn(K)R_n(K) over KK is of order [Rn(K):K][R_n(K):K] and it is isomorphic to the subgroup of (Z/nZ)∗(\mathbf{Z}/n\mathbf{Z})^* which is the image of χn\chi_n. Now Prop. 6 follows from the fact that (Z/nZ)∗(\mathbf{Z}/n\mathbf{Z})^* is of order φ(n)\varphi(n).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
