Topological Vector Spaces, chapter I, § 1. Topological vector spaces

In a topological vector space EE over a valued division ring KK, the closure of a balanced set MM, is a balanced set.

If BB is the set of ξ∈K\xi \in K with ∣ξ∣≤1|\xi| \leq 1; then BB is closed in KK. But B×MB \times M is mapped into MM by the continuous mapping (λ,x)↦λx(\lambda, x) \mapsto \lambda x; and therefore B×M‾B \times \overline{M} is mapped into M‾\overline{M} (GT, I, § 2.1, th. 1) which proves that M‾\overline{M} is balanced.

When MM is an arbitrary set in the vector space EE over a valued division ring KK, the set M1M_1 of the λx\lambda x with x∈Mx \in M and λ∈K\lambda \in K such that ∣λ∣≤1|\lambda| \leq 1, is clearly the smallest balanced set containing MM; M1M_1 is called the balanced envelope of MM.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
