Topological Vector Spaces, chapter II, § 4. Locally convex spaces

— Let (ai)i∈I(a_i)_{i \in I} be a basis of the vector space EE and consider the canonical topology (I, p. 2, Example 5) on each line RaiRa_i; the direct sum of these topologies is the finest locally convex topology on EE (II, p. 26); in fact, if VV is an absorbent, symmetric, convex set in EE, then Vi=V∩RaiV_i = V \cap Ra_i is a neighbourhood of 0 in RaiRa_i and VV clearly contains the convex envelope Γ((Vi))\Gamma((V_i)).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
