Topological Vector Spaces, II, p. 36, § 4. Locally convex spaces

— 1) The corollary to prop. 12 can also be deduced from th. 1 of I, p. 17 and prop. 18 of GT, IX, § 2.10. 2) We keep the notations of prop. 12. Let pp be a continuous semi-norm on EE;

for all y∈Fy \in F, put q(y)=inf⁡u(x)=yp(x)q(y) = \inf_{u(x)=y} p(x), so that qq is a continuous semi-norm on FF (II, p. 4). Let ϕ\phi be a lower semi-continuous mapping of FF in the interval ]0,+∞[]0, +\infty[ of R‾\overline{\mathbf{R}}. We show that there exists a continuous section s of u such that p∘s<q+ϕp \circ s < q + \phi.

Let s0s_0 be a continuous section of uu (prop. 12) and NN the kernel of uu. Let y0∈Fy_0 \in F, then there exists z0∈Nz_0 \in N such that p(s0(y0)+z0)<q(y0)+ϕ(y0)p(s_0(y_0) + z_0) < q(y_0) + \phi(y_0). There exists an open neighbourhood WW of y0y_0 in FF such that p(s0(y)+z0)<q(y)+ϕ(y)p(s_0(y) + z_0) < q(y) + \phi(y) for all y∈Wy \in W. Hence there is an open covering (Wi)i∈I(W_i)_{i \in I} of FF and constant mappings ti:F→Nt_i : F \to N such that p(s0(y)+ti(y))<q(y)+ϕ(y)p(s_0(y) + t_i(y)) < q(y) + \phi(y) for all y∈Wiy \in W_i. As FF is metrisable, there exists a locally finite continuous partition of unity subordinated to the covering (Wi)i∈I(W_i)_{i \in I}, say (gi)i∈I(g_i)_{i \in I} (GT, IX, § 4.5, th. 4 and § 4.4, cor. 1). The mapping ss of FF in EE defined by s(y)=s0(y)+∑i∈Igi(y)⋅ti(y)s(y) = s_0(y) + \sum_{i \in I} g_i(y) \cdot t_i(y) fulfils the stated conditions.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
