Topological Vector Spaces, chapter II, § 6. Weak topologies

— A family (ai)(a_i) of points of FF is topologically independent for the topology σ(F,G)\sigma(F, G), if, and only if, for every index ii, there exists an element bi∈Gb_i \in G such that : ⟨ai,bi⟩≠0\langle a_i, b_i \rangle \neq 0 and ⟨aκ,bi⟩=0\langle a_\kappa, b_i \rangle = 0 for all κ≠i\kappa \neq i.

This means, that for all ii, there exists a closed hyperplane in σ(F,G)\sigma(F, G), which contains all the aκa_\kappa with index κ≠i\kappa \neq i but does not contain aia_i.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
