Topological Vector Spaces, II, p. 47, § 6. Weak topologies

— Let (ei)i∈J(e_i)_{i \in J} be a basis of the vector space F with dual F∗F^*, and let u:R(I)→Fu : \mathbf{R}^{(I)} \to F be an (algebraic) isomorphism defined by this basis. Then the transposed mapping tu:F∗→RI^t u : F^* \to \mathbf{R}^I is a topological isomorphism when F∗F^* carries the topology σ(F∗,F)\sigma(F^*, F) and RI\mathbf{R}^I the product topology.

We know (A, II, § 2.6, prop. 10) that tu^t u is a bijection, and that if for a x∗∈F∗x^* \in F^*, we put ⟨ei,x∗⟩=ξi∗\langle e_i, x^* \rangle = \xi_i^* for all i∈Ii \in I, then the image tu(x∗)^t u(x^*) is the vector (ξi∗)(\xi_i^*) of RI\mathbf{R}^I, so that, for all x=∑iξieix = \sum_i \xi_i e_i in F, we have ⟨x,x∗⟩=∑iξiξi∗\langle x, x^* \rangle = \sum_i \xi_i \xi_i^*. The corollary then follows from this formula and prop. 8.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
