Topological Vector Spaces, chapter III, § 3. Spaces of continuous linear mappings

— Let M be a subset of E′E'. The following conditions are equivalent :

(i) MM is equicontinuous ; (ii) MM is contained in the polar of a neighbourhood of 0 in E ; (iii) the polar of M is a neighbourhood of 0 in E.

If M is equicontinuous, there exists a convex balanced neighbourhood V of 0 such that ∣u(x)∣≤1|u(x)| \leq 1 for all x∈Vx \in V and all u∈Mu \in M; then we have that M⊂V∘M \subset V^\circ and (i) implies (ii). With the same notations, if M⊂V∘M \subset V^\circ then V⊂V∘∘⊂M∘V \subset V^{\circ\circ} \subset M^\circ and (ii) implies (iii). Finally, if M∘M^\circ contains a convex balanced neighbourhood V of 0, then M⊂M∘∘⊂V∘M \subset M^{\circ\circ} \subset V^\circ and the relations x∈εV, u∈Mx \in \varepsilon V,\ u \in M imply ∣u(x)∣≤ε|u(x)| \leq \varepsilon for all ε>0\varepsilon > 0, which proves that (iii) implies (i).

We remark that every x∈Ex \in E defines a mapping j(x):u↦u(x)j(x): u \mapsto u(x) from E′E' into K. Hence we can talk of the S\mathscr{S}-topology on E, where S\mathscr{S} is a family of subsets of E′E': this is the inverse image under jj of the S\mathscr{S}-topology on KE′K^{E'}. We verify immediately that if S\mathscr{S} is a convex bornology on E′E', then the polars of sets of S\mathscr{S} form a fundamental system of neighbourhoods of 0 for the S\mathscr{S}-topology on E. This is so, in particular, when S\mathscr{S} is the family of equicontinuous subsets of E′E' and prop. 7 implies :

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
