Topological Vector Spaces, chapter III, § 3. Spaces of continuous linear mappings

— The topology of E is identical with the topology of uniform convergence on equicontinuous subsets of E′E'.

More generally, let F be a locally convex space; every u∈L(E;F)u \in \mathscr{L}(E; F) defines a map j(u):(x,f)↦f(u(x))j(u):(x, f) \mapsto f(u(x)) from E×F′E \times F' into K (i.e. into R\mathbf{R} or C\mathbf{C}). This enables us to define, on the space L(E;F)\mathscr{L}(E; F), the topology of uniform convergence on a set of subsets of E×F′E \times F'. In particular :

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
