Integration, chapter IV, § 4. Integrable functions and sets

— For a set AA to be integrable, it is necessary and sufficient that, for every ε>0\varepsilon > 0, there exist a compact set K⊂AK \subset A such that ∣μ∣∗(A−K)≤ε|\mu|^*(A - K) \leq \varepsilon. The measure ∣μ∣(A)|\mu|(A) is then the supremum of the set of measures ∣μ∣(K)|\mu|(K) of the compact sets K⊂AK \subset A.

The condition is necessary, because if GG and KK satisfy the conditions of Theorem 4, then ∣μ∣∗(A−K)≤∣μ∣∗(G−K)≤ε|\mu|^*(A - K) \leq |\mu|^*(G - K) \leq \varepsilon.

The condition is sufficient, because it says that, for the topology of convergence in mean, φA\varphi_A is in the closure of the set of integrable functions φK\varphi_K (KK an arbitrary compact subset of AA).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
