Integration, chapter IV, § 4. Integrable functions and sets
— For a set to be integrable, it is necessary and sufficient that, for every , there exist an integrable open set and a compact set , such that and
a) The condition is sufficient, because it means that and ; since and are integrable, so is (§ 3, No. 4, Prop. 8).
b) The condition is necessary. If is integrable, there exists an open set such that is arbitrarily close to (§ 1, No. 4, Prop. 19); thus, it all comes down to proving that for every , there exists a compact set such that . Since is integrable, there exists a function , upper semi-continuous and with compact support , such that and (No. 4, Th. 3). Let be an arbitrary number and let be the set of points such that ; is closed and is contained in , hence is compact, and since we have . The set is integrable, and , whence
Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
