Integration, chapter IV, § 4. Integrable functions and sets

— For every open set UU in XX, ∣μ∣∗(U)|\mu|^*(U) is the supremum of the measures ∣μ∣(K)|\mu|(K) of the compact sets K⊂UK \subset U.

If ∣μ∣∗(U)<+∞|\mu|^*(U) < +\infty, this is immediate from Th. 4. The following argument covers also the case that ∣μ∣∗(U)=+∞|\mu|^*(U) = +\infty. Since XX is locally compact and UU is open, φU\varphi_U is the upper envelope of the set HH of functions f∈K+f \in \mathscr{K}_+ such that f≤φUf \leq \varphi_U and Supp⁡(f)⊂U\operatorname{Supp}(f) \subset U (cf. the proof of §1, No. 1, Lemma), and, since HH is directed for ≤\leq, we have ∣μ∣∗(U)=sup⁡f∈H∣μ∣(f)|\mu|^*(U) = \sup_{f \in H} |\mu|(f) by §1, No. 1, Th. 1; the corollary is then immediate from the fact that if f∈Hf \in H and K=Supp⁡(f)K = \operatorname{Supp}(f), then f≤φK≤φUf \leq \varphi_K \leq \varphi_U.

Note that ∣μ∣∗(U)|\mu|^*(U) is also the supremum of the measures ∣μ∣(G)|\mu|(G) of the relatively compact open sets such that G‾⊂U\overline{G} \subset U. For, if KK is a compact set contained in UU then, for every x∈Kx \in K, there exists a relatively compact open neighborhood VV of xx such that V‾⊂U\overline{V} \subset U. On covering KK by a finite number of these neighborhoods, their union GG is a relatively compact open set such that G‾⊂U\overline{G} \subset U and K⊂GK \subset G, whence ∣μ∣(K)≤∣μ∣(G)≤∣μ∣∗(U)|\mu|(K) \leq |\mu|(G) \leq |\mu|^*(U).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
