Integration, IV, p. 53, § 4. Integrable functions and sets

For every closed subset SS of XX, every function f∈K(X,S;C)f \in \mathscr{K}(X, S; \mathbf{C}) is the uniform limit of linear combinations ∑iλiφKi\sum_i \lambda_i \varphi_{K_i}, where the λi\lambda_i belong to C\mathbf{C} and the KiK_i are compact subsets of SS.

The set A\mathscr{A} of such linear combinations is a C\mathbf{C}-algebra. Let Φ\Phi be the set of subsets MM of XX such that φM∈A\varphi_M \in \mathscr{A}; Φ\Phi is thus a clan all of whose elements are subsets of SS, containing the compact subsets of SS, and EC(Φ)⊂A\mathscr{E}_C(\Phi) \subset \mathscr{A}. It then suffices to apply Prop. 19 to the locally compact space SS and the clan Φ\Phi.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
