Integration, chapter IV, § 5. Measurable functions and sets

— For a set A to be locally negligible, it is necessary and sufficient that, for every compact set K, A∩KA \cap K be negligible.

The condition is obviously sufficient since every point of X has a compact neighborhood. It is necessary, because if, for every x∈Kx \in K, there exists a neighborhood VxV_x of xx such that A∩VxA \cap V_x is negligible, then there exists a finite number of points xi∈Kx_i \in K such that the VxiV_{x_i} form a covering of K, and A∩KA \cap K is contained in the union of the negligible sets A∩VxiA \cap V_{x_i}.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
