Integration, chapter VII, § 1. Construction of a Haar measure

— Let GG be a locally compact group, μ\mu a left or right Haar measure on GG. For GG to be discrete, it is necessary and sufficient that μ({e})>0\mu(\{e\}) > 0. For GG to be compact, it is necessary and sufficient that μ∗(G)<+∞\mu^*(G) < +\infty.

The conditions are obviously necessary. Let us show their sufficiency. Let VV be a compact neighborhood of ee. If μ({e})>0\mu(\{e\}) > 0, then VV is a finite set since μ(V)<+∞\mu(V) < +\infty; since GG is Hausdorff, it is therefore discrete. Suppose μ∗(G)<+∞\mu^*(G) < +\infty and μ\mu is, for example, left-invariant. Consider the set E\mathscr{E} of finite subsets {s1,…,sn}\{s_1, \ldots, s_n\} of GG such that siV∩sjV=∅s_i V \cap s_j V = \varnothing for i≠ji \neq j; then

nμ(V)=μ(s1V∪…∪snV)≤μ∗(G), n \mu(V) = \mu(s_1 V \cup \ldots \cup s_n V) \leq \mu^*(G),

therefore n≤μ∗(G)/μ(V)n \leq \mu^*(G)/\mu(V). We may therefore choose in E\mathscr{E} a maximal element {s1,…,sn}\{s_1, \ldots, s_n\}. Then, for every s∈Gs \in G, there exists an ii such that sV∩siV≠∅s V \cap s_i V \neq \varnothing, hence such that s∈siVV−1s \in s_i V V^{-1}. Thus GG is the union of the compact sets siVV−1s_i V V^{-1}, hence is compact.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
