Integration, chapter VIII, § 5. The space of closed subgroups

Let GG be a locally compact abelian group, generated by a compact neighborhood of ee. For a subset AA of NcN_c to be relatively compact in NcN_c, it is necessary and sufficient that it satisfy the following two conditions:

(i) There exists an open neighborhood UU of ee in GG such that Hα∩U={e}H_\alpha \cap U = \{e\} for all α∈A\alpha \in A.

(ii) There exists a constant kk such that μα(G/Hα)≤k\mu_\alpha(G/H_\alpha) \leq k for all α∈A\alpha \in A.

If A⊂NcA \subset N_c is relatively compact in NcN_c, it is a fortiori so in NN, and the necessity of the conditions (i) and (ii) therefore follows from No. 3, Props. 6 and 7 (without assuming GG to be abelian). Conversely, suppose that A⊂NcA \subset N_c satisfies these conditions; if A‾\overline{A} is the closure of AA in NN, then A‾\overline{A} is compact by virtue of No. 3, Prop. 7; moreover, since α↦∥μα∥\alpha \mapsto \| \mu_\alpha \| is lower semi-continuous on Γ0\Gamma^0 for the vague topology (No. 2, Prop. 4), the condition (ii) implies that one also has ∥μα∥≤k\| \mu_\alpha \| \leq k for all α∈A‾\alpha \in \overline{A}. Now, since GG is abelian, μα=μ/α\mu_\alpha = \mu/\alpha is a Haar measure on the group G/HαG/H_\alpha, and G/HαG/H_\alpha is therefore compact for every α∈A‾\alpha \in \overline{A} (Ch. VII, §1, No. 2, Prop. 2). This means that A‾⊂Nc\overline{A} \subset N_c, thus AA is relatively compact in NcN_c.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
