Integration, chapter VIII, § 5. The space of closed subgroups

Let GG be a locally compact abelian group, generated by a compact neighborhood of ee and satisfying the condition (L) of No. 4.

Let DcD_c be the set of discrete subgroups HH of GG such that G/HG/H is compact, and, for every H∈DcH \in D_c, let v(H)v(H) be the total mass μα(G/H)\mu_\alpha(G/H), where μα\mu_\alpha is the quotient measure of μ\mu by the normalized Haar measure α\alpha of HH. For a subset AA of the space DcD_c to be relatively compact in DcD_c, it is necessary and sufficient that it satisfy the following two conditions:

(i) There exists an open neighborhood UU of ee in GG such that H∩U={e}H \cap U = \{e\} for all H∈AH \in A.

(ii) There exists a constant kk such that v(H)≤kv(H) \leq k for all H∈AH \in A.

Taking into account Prop. 9, this follows at once from the fact that DcD_c is the image of NcN_c under the canonical bijection of NN onto DD, and the fact that, under the hypotheses made, this bijection is a homeomorphism (No. 4, Prop. 8).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
