Integration, chapter VIII, § 5. The space of closed subgroups

Let N⊂Γ0N \subset \Gamma^0 be the subspace of normalized Haar measures on the discrete subgroups of G, and for every relatively compact open neighborhood U of e in G, let NUN_U be the subset of N formed by the α\alpha such that Hα∩U={e}H_\alpha \cap U = \{e\}. Then: a) NUN_U is compact. b) The interiors of the sets NUN_U in N form a covering of N, as U runs over the set of relatively compact open neighborhoods of e in G. c) For a subset M of N to be relatively compact in N, it is necessary and sufficient that there exist a relatively compact open neighborhood U of e in G such that M⊂NUM \subset N_U.

Since DUD_U is the image of NUN_U under the canonical continuous mapping Γ→Σ\Gamma \to \Sigma, the assertion (iii) of Th. 1 will result at once from Prop. 7 a).

To prove Prop. 7, we observe that NUN_U can be defined as the subset of Γ0\Gamma^0 formed by the α\alpha such that both

α({e})≥1andα(U)≤1. \alpha(\{e\}) \geq 1 \quad \text{and} \quad \alpha(U) \leq 1.

Now, if AA is compact (resp. open and relatively compact) in GG, then the mapping α↦α(A)\alpha \mapsto \alpha(A) of M+(G)\mathscr{M}_+(G) into R\mathbf{R} is upper (resp. lower) semi-continuous for the vague topology (Ch. IV, §4, No. 4, Cor. 3 of Prop. 5 and loc. cit., §1, No. 1, Prop. 4); we thus see that NUN_U is a closed subset of Γ0\Gamma^0. Moreover, let φ∈K+(G)\varphi \in \mathscr{K}_+(G) be a function such that φ(e)=1\varphi(e) = 1 and φ(x)=0\varphi(x) = 0 on G−UG - U; it is clear that ∫φ(x)dα(x)=1\int \varphi(x) d\alpha(x) = 1 for all α∈NU\alpha \in N_U; Prop. 2 of No. 1 therefore shows that NUN_U is a compact set, which proves a). On the other hand let VV be a relatively compact open neighborhood of ee in GG such that V‾⊂U\overline{V} \subset U, and let φ∈K+(G)\varphi \in \mathscr{K}_+(G), with support contained in UU and such that φ(x)=1\varphi(x) = 1 on VV. Then α(φ)=1\alpha(\varphi) = 1 for α∈NU\alpha \in N_U, therefore there exists a neighborhood WW of α\alpha in NN such that β(φ)<2\beta(\varphi) < 2 for β∈W\beta \in W; it is then clear that W⊂NVW \subset N_V, therefore NVN_V is a neighborhood of NUN_U. Since the NUN_U cover NN, this proves b). Finally, every compact subset MM of NN is contained in a finite union of sets NUiN_{U_i} (1≤i≤n1 \leq i \leq n), and since ⋃iNUi⊂NU\bigcup_i N_{U_i} \subset N_U, where U=⋂iUiU = \bigcap_i U_i, this proves c).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
