Integration, chapter IV, § 4. Integrable functions and sets

— Let ff be a bounded numerical function, upper semi-continuous on XX and with compact support. Then, the mapping μ↦∫f dμ\mu \mapsto \int f\, d\mu is upper semi-continuous on M+(X)\mathscr{M}_+(X) for the vague topology.

If hh is a function in K+(X)\mathscr{K}_+(X) such that ∣f∣≤h|f| \leq h (Ch. III, §1, No. 2, Lemma 1) then 0≤f+h≤2h0 \leq f + h \leq 2h, and since f+hf + h is upper semi-continuous, it follows from Cor. 1 that ff is μ\mu-integrable for every measure μ\mu on XX. Moreover, μ(f)=μ(h)−μ(h−f)\mu(f) = \mu(h) - \mu(h - f) and h−fh - f is a lower semi-continuous function ≥0\geq 0. Since the mapping μ↦μ(h−f)\mu \mapsto \mu(h - f) is lower semi-continuous on M+(X)\mathscr{M}_+(X) for the vague topology (§1, No. 1, Prop. 4), this proves the corollary.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
