Integration, VII, p. 37, § 2. Quotient of a space by a group; homogeneous spaces

In particular, let XX be a locally compact space on which a discrete group DD operates continuously and properly on the right; suppose X/DX/D is paracompact. Then, there exists a continuous function h⩾0h \geqslant 0 on XX whose support has compact intersection with the saturation of every compact subset of XX, and is such that ∑d∈Dh(xd)=1\sum_{d \in D} h(xd) = 1 for every x∈Xx \in X (all terms of the sum being zero except for a finite number of them).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
