Integration, VII, p. 39, § 2. Quotient of a space by a group; homogeneous spaces

Let λ\lambda be a measure ≠0\neq 0 on G/HG/H, and μ\mu a left Haar measure on GG. The following properties are equivalent: a) λ\lambda is quasi-invariant under GG; b) for a subset AA of G/HG/H to be locally λ\lambda-negligible, it is necessary and sufficient that π‾−1(A)\overline{\pi}^{-1}(A) be locally μ\mu-negligible; c) the measure λ#\lambda^\# is equivalent to μ\mu.

Suppose this to be the case and let λ#=ρ⋅μ\lambda^\# = \rho \cdot \mu, where ρ\rho is a locally μ\mu-integrable function that is everywhere nonzero. Then, for every s∈Gs \in G, the density θs\theta_s of γG/H(s)λ\gamma_{G/H}(s)\lambda with respect to λ\lambda is such that

θs(π(x))=ρ(s−1x)ρ(x) \theta_s(\pi(x)) = \frac{\rho(s^{-1}x)}{\rho(x)}

locally μ\mu-almost everywhere on GG.

c) ⇒\Rightarrow b): This follows at once from Prop. 6 a).

b) ⇒\Rightarrow a): If property b) holds, then the set of locally λ\lambda-negligible subsets of G/HG/H is invariant under GG, thus λ\lambda is quasi-invariant under GG.

a) ⇒\Rightarrow c): Assume λ\lambda is quasi-invariant under GG; for every s∈Gs \in G, λ\lambda and γG/H(s)λ\gamma_{G/H}(s)\lambda are equivalent, therefore λ#\lambda^\# and γG(s)⋅λ#=(γG/H(s)⋅λ)#\gamma_G(s) \cdot \lambda^\# = (\gamma_{G/H}(s) \cdot \lambda)^\# are equivalent (Cor. 1 of Prop. 6); since λ#≠0\lambda^\# \neq 0, λ#\lambda^\# is equivalent to μ\mu (§ 1, No. 9, Prop. 11).

Moreover, for every s∈Gs \in G,

(θs∘π)⋅λ#=(θs⋅λ)#=(γG/H(s)λ)#=γG(s)λ# (\theta_s \circ \pi) \cdot \lambda^\# = (\theta_s \cdot \lambda)^\# = (\gamma_{G/H}(s)\lambda)^\# = \gamma_G(s)\lambda^\#
=(γG(s)ρ)⋅μ=γG(s)ρρ⋅λ#, = (\gamma_G(s)\rho) \cdot \mu = \frac{\gamma_G(s)\rho}{\rho} \cdot \lambda^\#,

whence (17).

The equivalence of a) and b) implies first the uniqueness result already announced, and even a more precise result:

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
