General Topology, chapter I, § 5. Open mappings and closed mappings

Let XX be a topological space, Γ\Gamma a group of homeomorphisms of XX onto itself, and let RR be the equivalence relation

"there exists σ∈Γ\sigma \in \Gamma such that y=σ(x)y = \sigma(x)"

between xx and yy (thus RR is the equivalence relation whose classes are the orbits of Γ\Gamma in XX. The relation RR is open, for the saturation of a subset AA of XX with respect to RR is open so is each σ(A)\sigma(A) and hence so is their union.

\* On the real line R\mathbf{R} the equivalence relation x≡y(mod1)x \equiv y \pmod{1} is open, since it is derived as above from the group of translations

x→x+n(n∈Z) x \to x + n \qquad (n \in \mathbf{Z})

(see Chapter III, § 2, no. 4). \*

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
