General Topology, chapter I, § 6. Filters

A subset B\mathfrak{B} of a filter F\mathfrak{F} on XX is a base of F\mathfrak{F} if and only if every set of F\mathfrak{F} contains a set of B\mathfrak{B}.

If B\mathfrak{B} is a base of F\mathfrak{F}, then clearly every set of F\mathfrak{F} contains a set of B\mathfrak{B}; conversely, if every set of F\mathfrak{F} contains a set of B\mathfrak{B}, then the set of subsets of XX containing a set of B\mathfrak{B} coincides with F\mathfrak{F} by reason of (F1)(\mathrm{F}_1).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
