General Topology, chapter I, § 8. Hausdorff spaces and regular spaces

If every point xx of a topological space XX has a closed neighbourhood which is a regular subspace of XX, then XX is regular.

XX is Hausdorff by Proposition 6 of no. 2. Let xx be any point of XX and let VV be a closed regular neighbourhood of xx. If UU is any neighbourhood of xx contained in VV, then UU is a neighbourhood of xx relative to VV; hence by hypothesis there is a neighbourhood WW of xx in VV which is closed in VV and contained in UU. But WW is a neighbourhood of xx in XX since VV is a neighbourhood of xx in XX, and WW is closed in XX since VV is closed in XX.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
